The Senate was informed that Pakistan is preparing a regulatory framework for satellite broadband as the government moves to expand satellite-based connectivity.

Minister for Information Technology Shaza Fatima Khawaja said in a written reply that the Pakistan Space Activities Regulatory Board (PSARB) has prepared the draft Satellite Communications Regulations, while the Pakistan Telecommunication Authority (PTA) has developed the Fixed Satellite Services Licensing Framework.

She said the draft regulations are expected to be presented to the Federal Cabinet soon.

According to the minister, the licensing framework will cover satellite broadband, bandwidth services and corporate data connectivity, creating a broader regulatory structure for satellite-enabled communications.

She said the proposed framework has been developed in line with international best practices and is intended to provide a transparent and investment-friendly environment for satellite operators.

Several international companies, including SpaceX, OneWeb, Shanghai Spacecom Satellite Technology and Sateliot, have expressed interest in entering Pakistan’s satellite connectivity market, she added.

Separately, Minister of State for Climate Change Dr. Shezra Mansab Ali Khan Kharal told the Senate that Rs. 800 million has been allocated under the Upscaling Green Pakistan Program for development of the National Botanical Garden.

The Senate was later adjourned and will reconvene on Monday at 4 p.m.
