The Capital Development Authority (CDA) has ordered the sealing of the site and management offices of the Islamabad Villas/Village housing scheme near Park Enclave on Kurri Road after declaring the project unauthorized.

According to the CDA Directorate of Regional Planning, the developers started work on the project without an approved Layout Plan and the required No Objection Certificate (NOC).

The authority said housing schemes in Islamabad cannot be planned, marketed or developed without obtaining the necessary approvals under the CDA Ordinance 1960, ICT Zoning Regulations 1992 and rules for private schemes in Zones II, IV and V.

The CDA had previously issued notices to the sponsors on June 13, 2025, and July 23, 2026, ordering them to stop development, marketing, sale and purchase, allotment and transfer of plots.

The sponsors were also directed to remove unauthorized structures and stop any illegal use of the land.

The CDA said it had repeatedly warned the public about unauthorized housing schemes through newspaper advertisements and notices on its website. Despite these warnings, the sponsors of Islamabad Villas/Village did not obtain the required approvals.

The Directorate of Regional Planning has now instructed the CDA Enforcement Directorate to seal the project’s marketing and site offices.

The Building Control Directorate has also been directed to remove or demolish unauthorized buildings and structures at the site.

The CDA further ordered the relevant departments to restrict advertisements, websites and utility connections linked to unapproved housing schemes.
