The Capital Development Authority (CDA) has issued a show-cause notice to Rawal Enclave Housing Scheme in Islamabad’s Zone-IV, alleging illegal development and marketing activities without mandatory regulatory approvals.

According to CDA’s Directorate of Regional Planning, the housing scheme reportedly carried out development work, plot sales, and marketing without securing approval of its Layout Plan (LOP) and the required No Objection Certificate (NOC) under the CDA Ordinance 1960 and ICT zoning laws.

The authority stated that no private housing project can be launched or marketed in Islamabad without prior approval. It has directed the management to immediately stop all development work, sales, transfers, and promotional activity.

CDA also ordered the removal of unauthorized structures and gave the management seven days to halt all illegal use of land and comply with instructions.

Citing judgments of the Islamabad High Court and Supreme Court, CDA reiterated that unapproved housing developments are unlawful and liable to demolition, and that all relevant agencies are bound to enforce planning regulations in the federal capital.

The notice warned of strict action in case of non-compliance, including demolition of illegal constructions, sealing of offices, and recovery of enforcement costs. Police and other authorities may also be involved in any operation.

Rawal Enclave’s sponsors have been directed to submit a written response and appear for a hearing within seven days. Copies of the notice have been forwarded to relevant institutions, including ICT Administration, Islamabad Police, and utility providers, for coordinated enforcement.
