The Capital Development Authority (CDA) is examining a revised layout plan for Jinnah Town Housing Scheme in Islamabad’s Zone 5 after receiving an application from its sponsor, the National Highway Foundation (NHF).

According to an official letter issued by the CDA’s Planning Wing, the foundation submitted requests for approval of the proposed changes on September 4 and September 24, 2026. The authority is currently reviewing the application.

Before taking the matter forward, the CDA has directed the National Highway Foundation to publish notices about the proposed amendments in two major national newspapers, one in English and the other in Urdu.

The housing scheme’s sponsor will bear the cost of publishing these notices.

The requirement has been imposed under Clause 20(b) of the 2023 regulations governing private housing schemes, farm housing schemes, apartments and commercial projects in Islamabad’s Zones 2, 4 and 5. These rules were introduced under the ICT Zoning Regulations, 1992.

The CDA has instructed the foundation to publish the notice in the format prescribed under Annex L of the regulations. The authority has made clear that it will not proceed further with the revised layout plan application until this requirement is fulfilled.

The letter was issued with the approval of the Director General of Spatial Planning and the Director of Housing Societies.

The CDA has also forwarded copies to relevant departments, including its Information Technology Directorate, directing them to publish the public notice on the authority’s official website.
