The Capital Development Authority (CDA) and the Defence Housing Authority (DHA) have decided to expand their successful collaboration following the positive outcome of the Margalla Enclave project. Both authorities have initiated the development process for three new sectors—D-13, E-13, and F-13—under a joint venture agreement.
These projects aim to address the growing housing demand in Islamabad while also resolving long-standing land development issues in the region.
In a swift move, the CDA has already begun the land allotment and clearance process in these sectors to prepare the area for development. This step is intended to ensure that infrastructure work proceeds without delays. Once land clearance is completed, the formal agreement between CDA and DHA for these sectors will be finalized, further strengthening their partnership.
This renewed collaboration marks an important milestone for the CDA, which has faced challenges in developing these sectors since 2008 due to land disputes and funding constraints. In contrast, DHA has demonstrated strong execution capabilities in urban development, particularly through its transformation of the Kuri Model Village into the Margalla Enclave since 2010.
The Margalla Enclave, located in Zone IV of Islamabad, is widely seen as a successful example of a public-private development model. DHA’s rapid conversion of the previously stalled project into a functional residential area has been widely acknowledged. A similar development approach is now expected for the new sectors, potentially accelerating housing supply in the capital.
In addition, DHA is also in advanced discussions with CDA regarding further joint ventures in sectors G-12 and F-12. If finalized, these projects would further strengthen cooperation between the two authorities and help deliver modern, planned residential infrastructure to meet Islamabad’s rising housing demand.
