The federal government has set higher revenue expectations from the Mobile Handset Levy and telecom-related receipts in the Budget 2026-27, signaling stronger reliance on digital and telecom taxation streams.

Mobile handset levy collections are projected at Rs. 14 billion for 2026-27, up from the Rs. 12 billion budgeted for the current fiscal year. The revised estimate for 2025-26 stands at Rs. 13 billion, suggesting stronger-than-expected inflows ahead of the new budget cycle.

Receipts linked to the Pakistan Telecommunication Authority (PTA) have also been revised upward. Income from 4G and 5G licence renewals and related fees is expected to reach Rs. 27.685 billion in 2026-27, compared with the revised estimate of Rs. 24.973 billion and an original target of Rs. 22.049 billion for 2025-26.

PTA surplus transfers are forecast at Rs. 1.3 billion for the next fiscal year, slightly lower than the revised estimate of Rs. 1.64 billion, but above the initial budget estimate of Rs. 1.1 billion.

Overall non-tax revenue is projected to rise to Rs. 5.336 trillion in 2026-27, compared to the revised estimate of Rs. 5.093 trillion for the current year. A key contributor remains the petroleum levy, targeted at Rs. 1.677 trillion, up from Rs. 1.498 trillion.

The budget also includes Rs. 1.035 trillion under grants and provincial receipts under Article 164, a category that had no allocation in the current fiscal year’s budget or revised estimates.

Climate support levy collections are projected at Rs. 50 billion, slightly higher than the revised Rs. 48 billion.

On the tax side, the Federal Board of Revenue (FBR) collection target has been set at Rs. 15.264 trillion, compared with the revised estimate of Rs. 12.983 trillion for 2025-26.

Total federal revenue is expected to climb to Rs. 20.6 trillion, reflecting the government’s increased dependence on both stronger tax mobilisation and expanding non-tax revenue sources.
