Prime Minister Shehbaz Sharif has constituted a 10-member high-level committee to review disputed provisions of the Pakistan Telecommunication (Re-organization) (Amendment) Bill, 2026, particularly those related to Right of Way (RoW) and access to private property.
According to an official notification issued by the Prime Minister’s Office, the committee will be headed by the Federal Minister for Law and Justice. Its members include Senator Sherry Rehman, the Federal Minister for IT and Telecommunication, the Federal Minister for Economic Affairs, the Attorney General for Pakistan, MNA Javed Hanif, Barrister Zafarullah Khan, Dr. Daud Munir, and lawyer Bayyinah Shah. The Secretary of the Ministry of IT and Telecom will serve as the committee’s secretary.
The panel has been tasked with reviewing RoW-related clauses in the bill and assessing their legal, constitutional, and policy implications. It will also examine provisions allowing telecom operators access to private land, including individual properties, housing societies, and jointly owned developments.
In addition, the committee will evaluate the proposed “deemed approval” system, along with rules governing compensation, fees, rent, and other charges for telecom infrastructure deployment.
The government has asked the committee to recommend safeguards, oversight mechanisms, and possible amendments to balance infrastructure expansion with protection of property rights. The panel is required to submit its report within three days.
The bill, passed by the National Assembly on June 11, has faced objections in Senate committee deliberations over concerns about expanded regulatory and access powers granted under its provisions.
