The government has transferred the operations of the Central Directorate of National Savings (CDNS) from the Budget Wing of the Finance Division to the Debt Management Office (DMO), according to a notification issued by the Ministry of Finance. The change has been implemented with immediate effect, while its application has been backdated to last month.
Previously, CDNS functioned under the Budget Wing of the Finance Ministry. Under the new structure, its policy, operational, and administrative responsibilities will now be handled by the Debt Management Office.
The decision was taken on the recommendation of a committee formed by the Finance Minister and chaired by the Advisor to the Finance Minister on Debt, which reviewed the working of CDNS in detail.
According to the Ministry of Finance, the restructuring has been carried out to improve efficiency and enhance the effectiveness of National Savings operations.
The Budget Wing is responsible for preparing the federal budget and managing government expenditures, whereas the Debt Management Office oversees the management of public debt.
Through National Savings schemes, the government mobilizes public funds by collecting household savings through various investment products.
The Finance Division has also directed that job descriptions be updated in consultation with relevant wings, under the approval of the Finance Secretary.
