Pakistan’s Establishment Division is introducing an online system to digitize annual performance evaluation reports of federal government officers, aiming to reduce paperwork, speed up processing and improve transparency.

The online system has been developed, and its technical evaluation has been completed. The first phase will cover officers from the Pakistan Administrative Service, Police Service of Pakistan and Office Management Group, among other services.

The system is being developed with technical support from the National Information Technology Board (NITB) and will operate under the Human Resource Management Information System.

Under the proposed mechanism, each stage of the annual performance evaluation process will have a deadline of 10 to 15 days to reduce delays and make assessments more efficient.

The Establishment Division has also outlined timelines for other personnel matters. Requests for officers’ postings and transfers generally take seven to 15 days to process.

Disciplinary proceedings are initiated within seven days of receiving a case, while inquiries against government officers must be completed within 60 days under the applicable rules. Extensions may be allowed through the prescribed procedure.

After an inquiry is completed, an officer may be given up to 14 days to respond to a show-cause notice. Extensions are also permitted in certain cases, subject to the applicable rules.

The digitization initiative is intended to standardize personnel procedures, strengthen accountability and improve the efficiency of administrative decisions involving federal government officers.
