The Pakistan Telecommunication Authority (PTA) has introduced a draft licensing framework to regulate In-Flight Telecommunication Satellite (ITS) services, paving the way for internet and mobile connectivity on aircraft operating in Pakistan’s airspace.

The proposed license framework, issued for consultation, sets out the legal and operational requirements for companies looking to offer onboard broadband and cellular services to airline passengers on domestic and international routes. It also signals the potential entry of multiple service providers, as the licenses are designed to be non-exclusive.

Under the draft, inflight services would include broadband internet and mobile connectivity, with cellular usage permitted only when aircraft are flying above 3,000 meters. Operators will be required to work with licensed satellite providers and integrate their systems with Pakistan’s existing telecom infrastructure.

The license will be valid for 10 years, subject to renewal upon regulatory approval. An initial fee of $10,000 has been proposed, while spectrum-related charges may be adjusted over time in line with global standards. The framework also requires operators to establish local gateway infrastructure in Pakistan, ensuring all data traffic is routed through domestic systems in compliance with national regulations.

PTA has also outlined strict compliance rules, including adherence to international aviation and telecom standards, installation of lawful interception systems, and safeguards against foreign control of critical infrastructure. Operators will be obligated to report service disruptions and ensure timely resolution of technical issues.

Data protection has also been emphasized, with service providers required to secure user information and prevent unauthorized access or disclosure. The draft further includes provisions for regulatory oversight, amendments, and potential termination to ensure alignment with Pakistan’s telecom and security laws.
