Pakistan has taken a significant step toward bringing satellite-based internet services directly to consumers after the Pakistan Telecommunication Authority (PTA) introduced a new licensing framework for Fixed Satellite Services (FSS).

The updated framework creates a single, streamlined regulatory pathway for companies seeking to deliver nationwide satellite internet, replacing the earlier system that required multiple separate approvals.

The move effectively prepares the ground for Low Earth Orbit (LEO) satellite operators — including Starlink, Amazon’s Project Kuiper, and OneWeb — to eventually offer high-speed broadband services to households and businesses across Pakistan once regulatory clearances are completed.

According to PTA, the initiative is designed to align Pakistan’s telecom regulations with global standards while preparing the country for the next phase of direct-to-consumer satellite connectivity. The regulator believes satellite internet could play a transformative role in bridging Pakistan’s digital divide, particularly in remote and underserved regions where fiber networks and mobile broadband coverage remain limited.

The framework builds upon earlier policy initiatives, including the National Space Policy 2024 and Space Activities Rules 2024. Under these regulations, satellite operators must also obtain registration from the Pakistan Space Activities Regulatory Board before launching commercial services.

Satellite connectivity is already being deployed in select remote locations such as parts of Shangla, where operators including PTCL and Supernet are providing network access to banks and institutional users. However, these deployments remain limited and largely enterprise-focused.

PTA noted that satellite broadband offers a major advantage because it requires minimal ground infrastructure and can be rolled out rapidly compared to traditional networks. Despite this potential, high service costs continue to be the biggest obstacle preventing widespread consumer adoption, keeping satellite internet primarily within enterprise and backhaul applications for now.

The new licensing framework signals Pakistan’s intent to move toward space-based connectivity solutions as demand for reliable internet access continues to grow nationwide.
