The Power Division has established Pakistan’s first Data Governance Council for the electricity sector to streamline data management, improve transparency, and support better planning and decision-making across the power system.

The initiative, led under Federal Minister for Power Awais Leghari, has been developed in coordination with the Pakistan Digital Authority and includes representation from key institutions across generation, transmission, distribution, and regulatory bodies.

The council aims to replace the current fragmented system in which different entities maintain separate databases and reporting formats. This has often led to inconsistent figures, duplication of data, and difficulties in policy planning and operational coordination.

Under the new framework, all power sector data will be integrated into a single, standardized system. A central data repository will be established to serve as the authoritative source of verified information for the entire electricity value chain.

Officials said the lack of harmonized data has long affected demand forecasting, infrastructure planning, and performance monitoring. Weak data standardization and limited security controls have also contributed to conflicting reports across institutions.

The governance model will follow internationally recognized DAMA-DMBOK standards to ensure uniform data quality, security, and management practices across the sector.

According to the Power Division, the centralized system will improve demand forecasting accuracy, strengthen investment planning, enhance risk assessment, and enable more efficient resource allocation.

Authorities believe the reform will also improve transparency and boost investor confidence by providing reliable, consolidated sector data to stakeholders and potential investors.

A Power Division spokesperson said the initiative treats data as a “national asset” and marks a major step toward modernizing governance in Pakistan’s power sector.
