Pakistan has introduced a new National Cybersecurity Handbook to guide government employees and technical staff on protecting official information and digital systems from cyber threats.

The handbook has been prepared and published by the National Cyber Emergency Response Team of Pakistan (PKCERT) under the Ministry of Information Technology.

It applies to employees, officers, officials, and technical personnel working in federal and provincial government departments as well as public sector organizations.

The handbook sets out practical cybersecurity measures that government personnel can follow in their daily work. These include steps to protect sensitive information, prevent cyber incidents, and improve the overall security of government systems.

The guidelines are based on Pakistan’s Information Security Framework (PISF) 2026, National Cyber Security Policy 2021, CERT Rules 2023, relevant laws and regulations, and internationally recognized cybersecurity standards.

The handbook is divided into eight key areas and explains cybersecurity responsibilities in simple, practical terms for government personnel.

The government has emphasized that cybersecurity is not only a responsibility of technical teams. Every government employee plays a role in protecting official information as government services become increasingly digital and interconnected.

PKCERT said the guidelines are intended to reduce cyber risks and establish a common baseline for digital security across public sector organizations.

However, the handbook also cautions that following the recommended practices cannot provide complete immunity from advanced or sophisticated cyberattacks.
