The federal government has directed all ministries and divisions to submit details of civil servants’ declarations regarding foreign nationality, foreign travel documents and marriages to foreign nationals.

According to an Office Memorandum issued by the Establishment Division on October 21, 2026, ministries must provide consolidated information about officers under their administrative control, excluding the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group (SG) and Office Management Group (OMG).

The directive follows the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, which require all civil servants to declare their own and their dependents’ foreign nationality status, possession of foreign travel documents and marriages to foreign nationals.

Under Rule 3(3), civil servants must submit the required declaration within 90 days of the rules’ notification in the official Gazette.

The Establishment Division has also highlighted Rule 3(4), which states that failure to submit the declaration or providing false information will constitute misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020.

The ministries have been asked to report whether officers have submitted their declarations and provide details about the foreign nationality and travel document status of both officers and their dependents.
