The government has approved the high-level design of a long-term Integrated Energy Plan for 2027-2060, setting the direction for Pakistan’s energy sector over the next three decades.

The decision was taken on August 18 during a meeting of the Cabinet Committee on Energy, chaired by Prime Minister Muhammad Shehbaz Sharif at the Prime Minister’s House in Islamabad.

The Power Division presented the High Level Design Report for the Integrated Energy Plan, which will bring federal and provincial governments and other stakeholders into a unified energy planning framework.

According to the Prime Minister’s Office, the plan aims to strengthen energy security, improve economic competitiveness and make electricity more affordable for industrial and residential consumers.

The long-term strategy will also focus on expanding low-carbon power generation and promoting cleaner and climate-resilient energy sources.

Govt Approves Changes to National Electricity Plan

The committee also approved proposed amendments to the National Electricity Plan 2023-2027 presented by the Power Division.

The proposed changes cover increased power generation, renewable electricity for remote areas, cross-border electricity trade and expansion of the transmission network.

They also include reforms relating to electricity tariffs, energy conservation, power system and market operations, risk management, administration, local fuel and technology development, research and development, and digitization.

However, the committee directed the Power Division to hold further consultations with the Khyber Pakhtunkhwa government and NEPRA before moving ahead with the amendments.

Circular Debt Reports Presented

The committee also reviewed a Power Division report on power-sector circular debt for FY2025-26.

The Petroleum Division separately presented its report on circular debt in the gas sector for the same fiscal year.

The Prime Minister’s Office did not disclose the amount of circular debt in either sector or provide details of the financing and implementation framework for the proposed 2027-2060 energy plan.
