The privatization of Gujranwala Electric Power Company (GEPCO) has attracted interest from 11 investors from Pakistan, Turkey and Saudi Arabia, who have submitted Expressions of Interest (EOIs) to acquire between 51% and 100% of the power utility along with management control.
The Privatisation Commission received the EOIs on Friday, the final day for submissions, marking a key step in the government’s plan to privatize electricity distribution companies.
The interested investors include three Turkish companies, one Saudi company and several major Pakistani business groups.
The Turkish companies are Aktor Elektrik Enerji Yatırımları, Genvera Enerji and Cengiz Enerji, while Saudi Arabia’s Al Sharif Contracting and Commercial Development Company has also submitted an EOI.
The Pakistani investors include Engro Energy, Sapphire Fibres, Hub Power Holdings and Lucky Cement, Shirazi Investments, Artistic Milliners and Fatima Group, K-Electric, as well as a consortium comprising AKD Securities, Fast Cable and Mughal Steel Group.
Muhammad Ali, Adviser to the Prime Minister on Privatisation and Chairman of the Privatisation Commission, said the strong investor response showed confidence in Pakistan’s electricity distribution sector and the government’s approach to a transparent and competitive privatization process.
The submitted EOIs and Statements of Qualification will now be assessed against the approved prequalification criteria. Investors that qualify will proceed to the next stage and receive access to the Virtual Data Room for detailed due diligence.
GEPCO is among the first three distribution companies targeted under the government’s DISCO privatization program. The other two are Faisalabad Electric Supply Company (FESCO) and Islamabad Electric Supply Company (IESCO).
The deadline for IESCO submissions is September 7, 2026, while FESCO had received EOIs from 12 interested parties by its August 7 deadline.
