The Capital Development Authority (CDA) has ordered the sealing of Nilore Homes’ marketing and site offices on Lehtrar Road, near the Pakistan Institute of Engineering and Applied Sciences (PIEAS), after finding that development had proceeded without mandatory approvals.

A CDA document states that the housing project started development without an approved Layout Plan or a No Objection Certificate (NOC). The authority has declared the development and use of the land unauthorized under the CDA Ordinance 1960, ICT Zoning Regulations 1992 and rules applicable to private housing schemes in Islamabad.

The CDA said its earlier notices and show-cause notices had instructed the project sponsors to halt development activities and stop marketing, selling, purchasing, allotting or transferring plots.

They were also directed to remove unapproved structures and discontinue the unauthorized use of the site.

According to the authority, the sponsors did not secure the required approvals despite these directives and public warnings published in national newspapers and placed on the CDA’s website.

Following the continued non-compliance, the Directorate of Regional Planning has requested the Enforcement Directorate to seal the marketing and site offices under the relevant regulations.

The CDA has separately called for the demolition of buildings and other structures erected without approved building plans.

It has also directed relevant authorities to ensure that utility connections, including electricity and gas, are issued only where the development complies with CDA-approved layout and building plans.

The authority has further proposed action to restrict the advertising and online promotion of housing schemes operating without the required approvals.
