Prime Minister has approved a six-point action plan aimed at eliminating delays in tax court cases and speeding up dispute resolution, marking a major step toward reforming Pakistan’s tax litigation system.
The approval was given during a high-level review meeting on ongoing reforms in the Federal Board of Revenue (FBR), where a special task force presented its findings and proposed roadmap to improve efficiency in tax-related legal matters.
The Prime Minister noted that FBR’s digital reforms and restructuring efforts are beginning to show positive outcomes. He appreciated the work of the task force led by Shad Muhammad Khan, praising their detailed recommendations and structured reform strategy.
Under the newly approved plan, the government will implement time-bound reforms to address delays in tax litigation and improve case management across institutions.
A central feature of the reforms is strengthening the Alternate Dispute Resolution (ADR) mechanism so that more tax disputes can be settled outside traditional courts, reducing pressure on the judicial system and speeding up settlements.
The meeting also approved the creation of a Centralized Litigation Management System (CLMS), a digital platform designed to organize tax case data, improve monitoring, and ensure more efficient tracking of ongoing litigation.
Officials briefed that the CLMS will allow authorities to maintain real-time oversight of tax cases and improve coordination between departments handling legal disputes.
The six-point plan further includes the establishment of case scrutiny committees and linking the performance evaluation of senior tax officers with the outcomes of litigation cases, aimed at improving accountability within the system.
It was also informed that ADR mechanisms have already helped recover Rs. 24 billion for the national exchequer during the current year through resolved tax disputes.
The meeting was attended by federal ministers including Muhammad Aurangzeb, Ahsan Iqbal, Attaullah Tarar, Attorney General Mansoor Usman Awan, Minister of State for Finance Bilal Azhar Kayani, along with senior officials and members of the task force.
The Prime Minister stressed that all reforms must be implemented within defined timelines, with a focus on transparency, merit, and measurable results.
