Business leaders have called on the government to ensure a predictable, transparent, and competitive tax regime, arguing that policy certainty is crucial for attracting investment, encouraging business expansion, and supporting sustainable economic growth.

The proposal was discussed during a meeting between Advisor to the Finance Minister Khurram Schehzad and Pakistan Business Council (PBC) Chairman Ziad Bashir and CEO Javed Kureishi. The discussions focused on tax reforms, privatization, and measures to increase private-sector participation in the economy.

The PBC emphasized that a stable tax framework would help businesses make long-term investment decisions. It agreed to submit recommendations to assist the government in developing its medium-term tax policy.

The meeting also reviewed the government’s privatization plans, including the proposed divestment of power distribution companies (DISCOs), banks, and airports. Participants discussed expanding private-sector involvement to improve operational efficiency, attract investment, and enhance public services.

Another key topic was the potential listing of major state-owned enterprises on the stock market through initial public offerings (IPOs). State Life Insurance Corporation (SLIC) was identified as one of the entities that could be brought to the capital market to improve corporate governance, increase transparency, strengthen operational performance, and raise investment.

The PBC backed the government’s rightsizing initiative and supported efforts to reduce the state’s commercial footprint by creating a leaner and more efficient public sector. It also pledged to share proposals on privatization, state-owned enterprise reforms, and other initiatives aimed at expanding private-sector participation.

The business council welcomed the FY2026-27 federal budget’s shift toward broadening the tax base instead of imposing additional tax burdens. It also endorsed incentives introduced for exporters and businesses to improve competitiveness, lower the cost of doing business, and stimulate fresh investment.

Khurram Schehzad highlighted the importance of regular engagement between the government and the business community, saying continued dialogue would help improve investor confidence, strengthen the business environment, and support practical economic reforms.

Both sides agreed to maintain close cooperation on reforms designed to encourage private investment, enhance competitiveness, and accelerate economic growth.
