The Directorate General of Customs Valuation Karachi has revised the customs values for imported Aluminum Hydroxide/Alumina Hydrate from China and India.

Under Valuation Ruling No. 2108 of 2026 issued on Monday, new values have been set for industrial-grade Aluminum Hydroxide/Alumina Hydrate imported from China and pharma-grade material imported from India.

The previous customs values were set under Valuation Ruling No. 819/2016. Since more than 10 years have passed, the Directorate decided to review the values based on international prices, recent import trends and other relevant market factors.

As part of the review, the Directorate invited importers and other stakeholders to meetings and asked them to provide evidence supporting their positions.

During the process, importers said the existing customs values were below international market prices. They also maintained that their declared import values were higher and reflected prevailing international prices.

The importers requested that the new customs values be based on import data from the previous 90 days and current international price trends.

The Directorate subsequently asked stakeholders to provide supporting documents, including commercial invoices, contracts, price lists and other verifiable records.

After reviewing the available information and applying the prescribed valuation methods in sequence, the Directorate determined the new customs values under Section 25(9), read with Section 25(6), of the Customs Act, 1969.

The new ruling replaces the values previously prescribed under the 2016 valuation ruling for the covered Aluminum Hydroxide/Alumina Hydrate imports.
