Pakistan has moved ahead of India, Bangladesh and China in making government budget information publicly available, according to the 2025 Open Budget Survey by the International Budget Partnership (IBP).

Pakistan’s score improved from 30 out of 100 in 2023 to 45 in 2025, marking a 50% increase in two years and bringing the country in line with the global average.

India scored 44, Sri Lanka 43, Bangladesh 37, Nigeria 24 and China 19.

Pakistan recorded notable improvements in the publication of key budget documents. Its Executive Budget Proposal score rose from 43 to 57, while the Enacted Budget score increased from 33 to 50.

Its Year-End Report score reached 52 after previously being published late, while public participation improved from 15 to 22.

Pakistan’s public participation score is now above the global average of 17 and the Asia-Pacific average of 18.

The latest figures were highlighted by the Adviser to the Finance Minister in a post on X, who said the improvement reflects greater access to fiscal information, wider consultations and stronger public and parliamentary engagement.

The adviser also cited a recent US State Department assessment that recognized Pakistan’s accessible budget and year-end reports, disclosure of planned revenues and expenditures, audit oversight, and transparency in public procurement and natural-resource awards.
