SCOM emerged as the overall top-performing mobile operator in Azad Jammu & Kashmir (AJK) after securing the highest rankings across multiple categories in the latest Quality of Service (QoS) survey conducted by the Pakistan Telecommunication Authority (PTA).
The independent assessment, carried out during the fourth quarter of 2025, evaluated cellular operators including Jazz, Telenor, Ufone, Zong, and SCOM across major AJK cities. The survey examined mobile broadband performance, voice quality, SMS delivery, and 4G network coverage to measure real-world user experience.
PTA conducted 7,616 voice call and SMS tests alongside 9,432 broadband performance samples to analyze service reliability and network efficiency.
Network Coverage
SCOM secured the top position in overall mobile network coverage, demonstrating the strongest 4G/LTE signal availability across surveyed locations. Ufone and Zong followed with solid performance, while Jazz and Telenor faced consistency issues, particularly in Muzaffarabad and Rawalakot where signal strength lagged behind competitors.
Mobile Broadband Performance
Zong recorded the fastest mobile broadband download speeds among all operators, followed by SCOM and Telenor. Ufone and Jazz showed comparatively slower download performance across several cities.
In upload speeds, Zong again led the rankings, with Ufone and Jazz placing next. SCOM and Telenor displayed mixed results depending on geographic location.
Latency and User Experience
Ufone achieved the best latency performance, indicating faster data response times and smoother browsing experience for users. Higher latency levels were observed on Zong and Jazz networks in areas such as Muzaffarabad and Kotli, affecting overall internet responsiveness.
Voice Call Quality
Voice service performance was measured using indicators such as call setup success rate, call completion rate, connection time, and perceived audio quality. Telenor and Ufone delivered the strongest results, achieving near-perfect call completion rates and faster connection times. Jazz and Zong recorded slightly lower voice quality scores.
SMS Performance
Ufone and Telenor ranked highest for SMS reliability, maintaining strong delivery success rates within acceptable time limits. While SCOM performed well overall, delayed message delivery was noted in certain locations including Rawalakot.
Web Browsing Experience
SCOM again led rankings in webpage loading performance, highlighting stronger overall browsing experience. Ufone and Zong followed, whereas Jazz and Telenor struggled to meet benchmark loading speeds in several surveyed cities.
The PTA survey highlights widening performance differences among operators in AJK, where terrain challenges and infrastructure limitations continue to influence network quality. The findings are expected to guide operators as Pakistan moves toward broader 5G expansion and improved digital connectivity across northern regions.
