The federal government has withdrawn all No Objection Certificates (NOCs) and other permissions previously issued to civil servants under the former Government Servants (Conduct) Rules, 1964.

The Establishment Division issued a memorandum on Wednesday directing government employees to obtain fresh approvals in line with the Civil Servants Conduct Rules, 2026.

The directive applies to officials serving in the Secretariat Group, Office Management Group and other federal government service groups.

Under the new arrangement, previously issued permissions will no longer be considered valid. Officers seeking approval for matters covered by the conduct rules must submit new applications under the 2026 framework.

Civil servants will also be required to obtain fresh permission before accepting awards, honors or titles from foreign governments, organizations or individuals.

Similarly, government employees must secure approval before providing official documents or government-related information to the media.

The latest directive effectively replaces permissions granted under the previous conduct rules with approvals issued under the new regulatory framework.
