Foreign companies affiliated with the Overseas Investors Chamber of Commerce and Industry (OICCI) have invested more than $23 billion in Pakistan over the past decade, exceeding the country’s total net foreign direct investment (FDI) inflows of $21 billion during the same period.

The figures come from OICCI’s Members’ Contribution to the Economy 2025 report, released on Monday, which highlights the growing economic footprint of foreign-invested businesses in Pakistan.

OICCI members generated Rs13.1 trillion in revenue during FY2025 and held assets worth Rs42 trillion. Their capital expenditure stood at Rs615 billion, while government levies paid by member companies reached Rs3.2 trillion.

The report said foreign-invested businesses continued to expand and reinvest despite economic challenges.

An analysis of 51 OICCI member companies listed on the Pakistan Stock Exchange showed profit before tax grew at a compound annual rate of 26% in rupee terms between 2021 and 2025. In dollar terms, profit before tax increased at an annualized rate of 11%.

Turnover among these listed companies rose at a compound annual rate of 21% in rupee terms and 6% in dollar terms over the same period.

The contribution was spread across several major sectors. Oil, gas and energy companies accounted for 36% of government levies paid by OICCI members, while banking, insurance, finance and leasing companies represented 75.6% of total member assets and 25% of turnover.

Telecommunications companies accounted for 33% of members’ total capital expenditure, with food and consumer products, chemicals, pharmaceuticals, healthcare, automobiles, engineering, shipping and airlines also making significant contributions.

OICCI Secretary General M. Abdul Aleem said the investment figures reflected continued confidence among foreign businesses in Pakistan’s long-term economic prospects.

He added that greater policy consistency, predictable regulations and a more supportive business environment could encourage foreign investors to expand their contributions to Pakistan’s growth, exports, innovation and employment.
