The Inland Revenue Service Officers Association (IRSOA) has opposed further restructuring at the Federal Board of Revenue (FBR), urging the government to assess existing reforms before introducing new changes.

In a press release issued on October 16, the association warned that repeated restructuring without evaluating ongoing initiatives could disrupt operations, weaken administrative capacity and affect tax collection.

IRSOA said several major reforms were still being implemented and needed time to show results. These include digital invoicing, Point-of-Sale (POS) integration, Compliance Risk Management (CRM), production monitoring and the Faceless Inland Revenue System.

The association argued that reforms should strengthen institutions rather than lead to repeated experiments with the tax administration. It said frequent organizational changes could create uncertainty and undermine continuity.

IRSOA also called for better coordination among Pakistan’s tax authorities. It noted that businesses currently deal with multiple federal, provincial and local tax agencies, each with separate compliance rules, reporting requirements and enforcement systems. This increases the cost and complexity of meeting tax obligations.

The association proposed a unified national tax administration framework with harmonized procedures, integrated information systems and coordinated enforcement across different taxes and jurisdictions.

It also stressed the importance of consulting officers responsible for implementing reforms, saying lasting improvements require institutional confidence and operational stability.

IRSOA urged the government and FBR leadership to consolidate ongoing initiatives, independently assess their results and consult relevant stakeholders before pursuing further structural changes.

The association said institutional stability and stronger coordination should take priority over repeated restructuring.
