The Capital Development Authority (CDA) has approved revised promotion criteria for low-grade employees, introducing standardized eligibility requirements for staff across 14 operational cadres to ensure a more transparent career progression system.

Under the updated policy, employees in posts such as Vacuum Cleaner Operator, Lift Superintendent and Plant Superintendent must generally complete at least five years of service in their respective feeder positions before becoming eligible for promotion.

For selected lift and plant maintenance positions, employees will also be required to pass a qualifying trade test in addition to meeting seniority and fitness criteria.

The CDA has also revised the promotion-to-recruitment ratio for several posts. Vacancies for Telephone Operator and Train Driver will now be filled equally through direct recruitment and departmental promotion.

Meanwhile, 75 percent of vacancies for Horticulture Supervisor, Tube Well Operator and Work Supervisor will be filled through departmental promotions, while the remaining 25 percent will be filled through direct recruitment.

Certain posts, including Assistant Foreman for Khanpur Dam operations and Assistant Graveyard Controller, will be filled exclusively through departmental promotion, subject to the required qualifications and a minimum of five years of service.

The authority has directed amendments to the relevant provisions of the CDA Employees Service Regulations, 1992, and circulated the notification to senior management, finance officials, board members and the Collective Bargaining Agent for implementation.
