The Capital Development Authority (CDA) has ordered the sealing of the marketing and site offices of Green Homes/Valley on Karor Road in Islamabad’s Zone IV(D) over alleged unauthorized development.

According to a CDA document, development activities at the housing scheme started without approval of the layout plan and without a No Objection Certificate (NOC) from the authority.

The CDA has declared the development and land use unauthorized under the CDA Ordinance 1960, ICT Zoning Regulations 1992, and rules governing private housing schemes in Islamabad.

The authority said it had issued notices to the scheme on October 6, 2025, and May 20, 2026. The sponsors were instructed to immediately stop development, marketing, sale and purchase, allotment, and transfer of plots.

The sponsors were also asked to remove unauthorized buildings and structures. However, according to the CDA, the required approvals were not obtained.

Under the 2023 regulations, the CDA has the authority to seal premises being used for unauthorized construction, development, advertising, or marketing of housing projects. This includes offices operated by sponsors, advertisers, consultants, contractors, real estate agents, and marketing partners after the required notice period.

The CDA has directed its enforcement and building control wings to proceed against unauthorized buildings and structures, including their demolition or removal.

It has also advised IESCO and SNGPL to provide utility connections only where the relevant layout and building plans have been approved.

The authority further instructed relevant agencies to restrict advertisements and websites promoting housing schemes that have not received the required approvals.
