Development work by the Capital Development Authority (CDA) has damaged the gas network in Islamabad’s I-11 sectors, leaving 419 applications for RLNG-based domestic gas connections pending, according to an official document submitted to Parliament.

The Petroleum Division said gas connections in I-11/1 and I-11/2 were stopped after the network was damaged during CDA development work. The issue has been taken up with the authority to recover the cost of the damage.

Residents of the two sectors submitted 445 applications for RLNG-based domestic connections during 2025 and 2026. Of these, 217 were filed under the fast-track category and 228 under the normal category.

Only 14 connections have so far been provided, according to applicants’ turn and eligibility.

Sui Northern Gas Pipelines Limited (SNGPL) issued urgent fee bills for applications received up to January 10, 2026. Of 43 eligible applicants, 37 paid the required fees.

SNGPL subsequently surveyed the premises of these applicants and issued demand notices for security and service-line charges to 26 of them.

Four applicants did not pay the connection fee, while 419 applications remain pending because of the damaged network.

Surveys of 37 applicants have been completed, but demand notices for 11 could not be issued because the network is still damaged.

The Petroleum Division said the remaining demand notices will be issued once the damaged network is repaired and commissioned. Processing of the pending applications will then resume after restoration of the network and normalization of RLNG supplies.

Separately, the government has currently paused new RLNG-based domestic gas connections following a disruption in RLNG supplies from Qatar.

The Petroleum Division said the network damage issue has been taken up with the CDA for recovery of the associated costs.
