The government has moved to clarify Right of Way rules for telecom companies, with proposed amendments to the Pakistan Telecommunication Reorganization Act being reviewed to resolve existing legal and practical issues.

Law Minister Senator Azam Nazeer Tarar has directed the Ministry of Information Technology and Telecommunication to address the outstanding issues in the proposed Pakistan Telecommunication Reorganization Amendment Bill 2026.

A committee chaired by Tarar examined the legal framework governing telecom infrastructure and Right of Way. Information Technology and Telecommunication Minister Shaza Fatima and senior officials from both ministries also attended the meeting.

The review covered the authority of federal, provincial and local governments over public, common development and private properties. Officials also discussed requirements for obtaining property owners’ consent before installing telecom infrastructure on private land.

The committee considered rules relating to compensation and other legal obligations associated with Right of Way. Tarar said the framework must allow telecom infrastructure to expand while protecting the rights of property owners.

The proposed amendments also seek to bring new and emerging technologies under the relevant legal framework through updated rules and regulations.

Officials further discussed the responsibilities of telecom operators and property owners regarding the protection, maintenance and restoration of properties affected by telecom installations.

The Ministry of IT and Telecommunication has been directed to resolve the identified issues, finalize the draft legislation and present it to the committee for further review.
