The Pakistan Telecommunication Authority (PTA) has revised the eSIM charging framework, setting a maximum initial issuance fee of Rs. 1,500 and allowing subscribers to transfer their eSIMs between compatible devices up to 10 times free of cost.

The updated framework, developed in consultation with Cellular Mobile Operators (CMOs), will come into effect by mid-August 2026.

PTA said the revised policy aims to make eSIM services more affordable, improve user convenience, and encourage wider adoption of digital SIM technology in Pakistan.

Under the new framework, users will be able to move their existing eSIM profile between compatible handsets without paying additional charges for the first 10 transfers, reducing costs for customers who frequently change devices.

Previously, subscribers could transfer eSIMs between compatible devices a limited number of times through the original QR code issued during purchase and activation, without additional charges. However, PTA said the new framework formally standardizes the process and provides clearer guidelines for telecom operators and consumers.

The regulator added that the revised pricing structure is part of its broader efforts to promote digital transformation and expand access to emerging mobile technologies.

PTA expects the changes to increase eSIM adoption, improve customer experience, and support the growth of Pakistan’s digital telecom ecosystem.
