The Ministry of Information Technology and Telecommunication (MoITT) has launched work on a comprehensive 10-year digital transformation roadmap aimed at modernizing Pakistan’s digital governance framework and repositioning the ministry to lead the country’s expanding digital economy.
According to the proposed Terms of Reference (ToRs), the roadmap will form part of a wider institutional restructuring of the ministry and will be implemented in three phases: short term (0–2 years), medium term (3–5 years), and long term (6–10 years). It will define measurable milestones, implementation timelines, resource requirements, and stakeholder engagement plans while ensuring compliance with the government’s administrative and fiscal frameworks.
The restructuring exercise will assess MoITT’s organizational structure, departmental mandates, staffing model, governance framework, and coordination with its attached departments and affiliated organizations. It will also identify overlapping functions, improve institutional efficiency, and strengthen coordination between federal and provincial bodies responsible for digital governance.

As part of the reforms, consultants will recommend amendments to the Rules of Business, 1973, and propose a future-ready organizational structure for the ministry. The roadmap will also outline policy priorities covering telecommunications, cybersecurity, cloud computing, artificial intelligence governance, digital platform regulation, and the development of Pakistan’s startup ecosystem.
The exercise will include cost estimates for implementing the reforms, along with a risk management framework, change management strategy, and capacity-building plan to equip ministry officials for the transition.
The final roadmap will also identify the approvals required from the Cabinet Division, Establishment Division, and Finance Division, creating a structured implementation framework for long-term institutional reforms aimed at strengthening Pakistan’s digital governance over the next decade.
