The Pakistan Telecommunication Authority (PTA) has released yet another fixed broadband Quality of Service (QoS) report that leaves consumers without a clear answer on which internet service providers perform best or worst nationwide.

The regulator’s latest survey, covering the second quarter of 2026, assessed 34 broadband operators across 24 cities against technical benchmarks such as network availability, bandwidth utilization, latency, jitter, and download and upload speeds. While PTA concluded that most operators complied with the prescribed standards, it once again stopped short of publishing an overall operator ranking or a nationwide performance score.

Instead, the report presents compliance on a city-by-city basis, making it difficult to compare operators with nationwide footprints. An ISP may receive full compliance in one city and partial compliance in another, yet the report provides no consolidated assessment of its overall network performance.

For example, PTCL achieved full compliance in Multan but only partial compliance in Gwadar, where it also recorded the survey’s lowest compliance score of 42.86 percent. Similarly, NTC met all benchmarks in Sukkur but only partially complied in Gwadar. Nayatel was fully compliant in Lahore but received only partial compliance in Islamabad and Multan.

The report also lacks subscriber-weighted results, meaning the performance of operators serving millions of users is presented in the same manner as providers with much smaller customer bases. As a result, consumers cannot determine which ISP offers the most reliable service across Pakistan.

Although PTA identified operators that failed individual benchmarks for latency, jitter, throughput, bandwidth utilization and network availability, it did not publish an overall pass/fail list or explain whether repeated non-compliance would result in regulatory action.

The authority said operators that failed to meet one or more QoS requirements have been directed to improve network capacity, optimize routing and strengthen network resilience to meet the standards prescribed under the Fixed Broadband Quality of Service Regulations, 2022.
