The government has told the Senate that immigration and emigration authorities are already using an integrated digital system to verify passengers before departure, while further upgrades are underway to reduce airport offloading cases.
In a written reply, Interior Minister Mohsin Naqvi said the Bureau of Emigration & Overseas Employment (BOE) has been linked with the Integrated Border Management System (IBMS). This allows verification of travel records, including Protector stamps, before passengers reach immigration counters. He added that relevant data is shared with the Federal Investigation Agency (FIA) in advance so officials can cross-check details in real time during clearance.
The minister said FIA immigration staff also review visas and travel documents to ensure compliance with immigration laws. He clarified that passenger offloading is not due to any lack of system integration, noting that IBMS and BOE are already connected. Instead, offloading occurs based on document discrepancies, risk profiling, and case-by-case verification under existing procedures.
Naqvi further informed the Senate that FIA’s risk profiling unit is operational at the headquarter level, analyzing patterns related to illegal migration and related violations. This risk-based mechanism has also been incorporated into the upgraded IBMS-II system to improve screening and decision-making at entry and exit points.
He added that these risk profiling tools are now being extended to a new mobile platform, the eIMMI app, which is under development to streamline immigration monitoring and passenger facilitation.
The Android version of the eIMMI application is currently in the final publication stage and is awaiting approval from Google before its official launch.
