The federal government has decided to verify the sources of income of pilgrims performing Hajj 2025 under private schemes, particularly those opting for packages exceeding Rs. 3 million. According to reports, the Ministry of Religious Affairs has directed private tour operators to share the details of such pilgrims.

The Ministry of Religious Affairs will forward the credentials of these high-paying pilgrims to the Federal Board of Revenue (FBR), law enforcement agencies, and the Hajj Policy Formulation Committee (HPFC) for clearance. A focal person has also been appointed by the ministry to oversee the scrutiny process for pilgrims spending over Rs. 3 million on private Hajj packages.

While there are no restrictions on purchasing private Hajj packages worth more than Rs. 3 million, all relevant data will be shared with the Ministry of Religious Affairs and the FBR. These authorities will have the right to conduct investigations into the pilgrims’ income sources, even after the completion of Hajj.

The government’s official Hajj package for 2025 is estimated to cost between Rs. 1,075,000 and Rs. 1,175,000. In contrast, private tour operators are offering around nine different packages, starting from Rs. 1.07 million and going beyond Rs. 3 million for premium services.
