The Port Qasim Authority (PQA) has renewed its Implementation Agreement with Engro Vopak Terminal Limited (EVTL), extending the company’s mandate to continue operating Pakistan’s bulk liquid chemical and LPG terminal.
EVTL, a joint venture between Engro Corporation and Royal Vopak of the Netherlands, manages the country’s only integrated facility for handling bulk liquid chemicals and LPG at Port Qasim.
The renewal maintains an existing long-term operational arrangement under which the terminal facilitates a large portion of Pakistan’s imports of liquid chemicals and LPG. These imports are used across key sectors such as agriculture, manufacturing, construction, and energy.
The agreement continues under established BOT-based contractual terms and remains non-exclusive. It follows standard regulatory and procurement frameworks governing port infrastructure operations.
The terminal is operated with technical and operational input from Royal Vopak, an international storage and logistics company specializing in tank terminal operations.
Following the renewal, EVTL indicated potential plans for future investment in infrastructure expansion, including feasibility work for refrigerated LPG storage to enhance handling capacity and energy logistics.
The agreement was finalized through the relevant regulatory and government approval channels responsible for maritime and port sector oversight.
