Pakistan’s IT export sector is expanding at a strong pace, but the country remains largely absent from the fast-growing global artificial intelligence consulting market.

A recent assessment by AI consultancy Densight Labs estimates that Gulf countries alone spend over $12 billion annually on AI consulting and implementation services. Despite this large opportunity, Pakistan currently secures less than 1 percent of that market.

Industry data shows that more than 70 percent of Pakistan’s IT export earnings still come from lower and mid-tier services such as outsourcing, software development, and freelance work. In contrast, high-value segments like AI engineering, data strategy, and enterprise consulting make up only a small fraction of total exports.

Experts argue that the core challenge is not a lack of technical talent, but the absence of globally recognized certification systems, institutional credibility, and structured government-backed standards needed to win large international contracts.

To bridge this gap, the report recommends the creation of a Pakistan AI Certification Standard (PACS), aligned with international IEEE and ISO frameworks. It suggests this could help unlock up to $500 million in additional AI consulting exports by FY2028.
