Pakistan is developing a national digital stack aimed at expanding digital services and creating more opportunities for its young population, Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja said at LEAP 2026 in Riyadh.

Speaking at the technology event, Khawaja said Pakistan’s digital transformation was being supported by policy reforms, improved connectivity and investment in the technology sector.

She highlighted the Digital Nation Pakistan Act, under which the National Digital Commission and Pakistan Digital Authority were established to oversee the country’s digital transformation.

Khawaja also cited the planned 5G spectrum auction, special technology zones and tax measures for the IT industry as steps intended to improve the environment for technology businesses and investors.

According to the minister, Pakistan is expanding its digital infrastructure to support the national digital stack, while its young workforce and private sector are expected to drive innovation and develop new digital services.

She stressed that large-scale digital transformation would require effective institutions and clear performance targets, with the government focusing on building the basic infrastructure needed for private companies to develop and scale digital solutions.

Khawaja earlier opened the Tech Destination Pakistan Pavilion at LEAP 2026. The pavilion brings together 25 startups and 50 Pakistani technology companies showcasing products and services in artificial intelligence, automation and other technology areas.

Pakistan is using its participation at the Saudi technology conference to seek foreign investment, build international business partnerships and open global markets for local technology companies.

The minister also called for stronger Pakistan-Saudi Arabia cooperation in digital innovation, technology and skills development.
