The Economic Coordination Committee (ECC) of the Cabinet has approved a broad range of financial allocations and policy measures spanning education, energy, industry, and public administration, including Technical Supplementary Grants (TSGs) worth a total of around Rs. 301 crore (Rs. 3.01 billion).

The meeting was chaired by Federal Minister for Finance and Revenue, Muhammad Aurangzeb, at the Finance Division.

Education & Heritage Funding

The ECC approved a Rs. 100 million grant for the construction of the Faiz Ahmad Faiz Complex in Narowal, aimed at supporting cultural and educational infrastructure development.

It also sanctioned a Rs. 350 million grant for Danish School Kuri, Islamabad, to meet operational costs and ensure continuity of academic activities after the start of classes.

Separately, the committee approved Rs. 59.624 million for expenses related to the Independence Day and Marqa-e-Haq 2025 celebrations, submitted by the National Heritage and Culture Division.

Industry & Energy Reforms

In the industrial sector, the ECC approved the second phase of the Pakistan Accelerated Vehicle Electrification (PAVE) Program under the NEV Policy 2025–30. The revised framework introduces improved verification mechanisms and wider access to enhance program efficiency and adoption.

The committee also endorsed the revival of National Steel Complex Limited (NSCL) by allowing gas supply for industrial operations and captive power generation at applicable tariffs, subject to availability. Officials were also directed to ensure a uniform policy framework for similar approvals in the future.

Power Sector & Economic Framework

The ECC approved a key reform in the power sector by endorsing uniform application of Use of System Charges (UoSC) across all distribution companies, including K-Electric, under the Competitive Trading Bilateral Contract Market (CTBCM) framework. The move aims to create a level playing field for all electricity consumers involved in power wheeling arrangements.

Administrative Funding

The committee also approved a Rs. 2.5 billion grant for the Directorate General Immigration & Passports to cover operational expenses, including salaries, production materials, and outstanding liabilities during FY 2025–26.

Attendance

The meeting was attended by Federal Minister for Investment Qaiser Ahmed Sheikh, Federal Minister for Power Awais Ahmed Khan Leghari, Federal Minister for National Food Security and Research Rana Tanveer Hussain (virtually), Special Assistant to the Prime Minister Haroon Akhtar Khan, senior federal secretaries, and officials from relevant ministries and regulatory bodies.

The ECC emphasized efficient execution of approved projects and adherence to policy frameworks to ensure timely implementation and fiscal discipline.
