The Capital Development Authority (CDA) has scheduled a public hearing for the proposed Rs. 140 crore Kashmir Chowk underpass in Islamabad as heavy rains and cloudbursts continue to cause flooding in parts of Islamabad and Rawalpindi.

The hearing for the project’s Environmental Impact Assessment (EIA) will be held on September 21, 2026, at 11:00 am at Gandhara Citizen Club, F-9 Park.

The underpass, also known as the Dhokri Chowk project, is planned near Islamabad Club on Murree Road. Under the proposed traffic arrangement, vehicles travelling from the Serena side towards Rawalpindi will use the underpass, while traffic heading towards Murree will pass over it.

The EIA report is available for public review at the Green Library of the Pakistan Environmental Protection Agency in H-8/2 and the CDA’s Road-III office at the Old Naval Headquarters in G-6 Markaz. Residents, affected persons and other stakeholders can submit their comments during the consultation process.

The CDA has already received technical bids for the construction project from Habib Construction Services (HCS) and MS Kamran Khan (Kundi Group). The authority declared MS Kamran Kundi’s bid non-responsive, after which the company filed a grievance against the decision.

The CDA will not open the financial bids until the grievance is resolved. The environmental assessment and other regulatory requirements must also be completed before construction can proceed.
