The Capital Development Authority (CDA) has introduced new restrictions on plot file verification to prevent unnecessary delays in property-related cases and make the process easier for applicants.
Under the new directions, officials cannot initiate verification of a plot file without prior approval from the Director General (Land and Estate Management).
An official notification issued by the Office of the Member (Estate) on November 5, 2026, noted that the Land and Rehabilitation Directorate had been initiating plot file verification in certain cases without sufficient justification or clearly established grounds.
The CDA said such practices were delaying the processing of applications and creating unnecessary difficulties for applicants.
The authority has directed the Director General (Land and Estate Management) to establish and formally notify timelines for plot file verification, No Demand Certificates (NDCs), and other property-related matters handled by the relevant desks.
Under the instructions, a file should preferably not remain pending at any single desk for more than three days.
The new measures are aimed at improving administrative efficiency, speeding up the processing of property-related applications, and reducing unnecessary delays in the CDA’s Estate Wing.
