The Directorate General of Customs Valuation Karachi has revised customs values for imported pen inks, nibs, caps, cartridges, and plastic components sourced from China and other countries.

The revised rates were issued through Valuation Ruling No. 2117 of 2026 on Friday, replacing values set under a previous ruling issued in 2017.

The updated valuation covers water-based ink for fiber-tip and fine pens, marker and ballpoint pen ink, fountain pen nibs and clips, plastic and metal fountain pen caps, ballpoint pen tips, fountain pen ink cartridges, and plastic components used in ballpoint and gel pens.

According to the directorate, the previous valuation was nearly nine years old, while market prices for these imported products had changed in Pakistan and internationally.

The department launched a fresh assessment under Section 25A of the Customs Act, 1969, to standardize customs valuation and protect government revenue.

Importers and other stakeholders were invited to participate in the proceedings and provide supporting documents, including import records and invoices, to help determine the revised values.

During the review, local manufacturers raised concerns over the tariff classification of fountain pen ink cartridges, arguing that the existing classification under the Pakistan Customs Tariff needed correction.

They also called for plastic components used in ballpoint and gel pens to be included in the revised valuation, saying these items were not covered by an earlier valuation ruling.

The directorate said it determined the revised customs values after exhausting the preceding valuation methods in sequence and assessing the most appropriate and reliable information available in the record.
