The Pakistan Telecommunication Authority (PTA) has proposed mandatory identity checks for people using foreign SIM cards and eSIMs on Pakistani mobile networks while roaming internationally.
Under its draft International Roaming (Inbound) Regulations, 2026, mobile operators would have to verify users’ identities to reduce fraud and prevent the misuse of foreign connections.
Users may be asked to provide passport or travel document details, nationality, SIM or eSIM information, arrival dates, expected length of stay and the name of their foreign mobile operator.
The PTA says incoming roaming connections currently lack local identity verification, making it difficult to trace people involved in illegal activities. The authority has flagged risks including fake calls, SMS phishing, extortion, online shopping fraud and the misuse of social media accounts through foreign SIMs and eSIMs.
The proposed rules outline several ways to collect user details, including verification links sent through welcome SMS messages, a PTA-approved online portal, coordination with immigration authorities and registered travel SIM and eSIM providers.
Mobile operators would also have to retain verification records for at least 12 months after users stop using international roaming services, unless the PTA sets a different period.
The draft would bring travel SIM and eSIM aggregators under the authority’s registration and regulatory framework. It also proposes measures to monitor permanent roaming, curb abusive use and block connections linked to illegal activities.
The PTA has invited stakeholders to submit written feedback by November 10, 2026.
The regulations are still in the consultation stage and will take effect only after formal notification in the official Gazette.
