The government has disbursed Rs34.27 billion in financing under the Wazir-e-Azam Apna Ghar Program – Ghar Ho To Apna, while banks have approved another Rs220.68 billion in housing loans awaiting disbursement.

The figures were reviewed during the second meeting of the Access to Finance Steering Committee, chaired by Finance Minister Muhammad Aurangzeb in Islamabad on Monday.

The committee examined progress under the Prime Minister’s Access to Finance Plan 2026–2028, including financing for small and medium-sized enterprises (SMEs), agriculture and housing.

The meeting discussed measures to expand housing finance, including digitization of land and property records, faster verification of ownership documents and stronger mechanisms for mortgage-based lending.

Officials also highlighted the need to improve property verification and facilitate financing against properly registered and verifiable titles. Engagement with developers and legislation aimed at strengthening the housing finance ecosystem were also discussed.

The committee reviewed agricultural financing initiatives, including efforts to expand crop insurance by moving the Crop Loan Insurance Scheme toward an area-yield insurance model. Officials said the approach could improve farmers’ access to insurance payouts.

The committee also discussed efforts to expand agricultural lending and improve financing and payment mechanisms for growers through greater coordination among banks, non-bank financial institutions and other stakeholders.

Progress under the Pakistan Accelerated Vehicle Electrification (PAVE) Program was also reviewed. The committee was informed that more than 1,200 electric bikes had been delivered to customers.

Finance Minister Aurangzeb stressed the need for continued coordination among the Finance Division, State Bank of Pakistan, Securities and Exchange Commission of Pakistan, Pakistan Banks’ Association and other stakeholders to address implementation issues and accelerate progress under the access-to-finance plan.

The committee also reviewed weekly monitoring dashboards for SME, agriculture and housing finance and emphasized the need for regularly updated data to track progress across the program.
