Pakistan has signed a new agreement with Chinese EV charging company StarCharge to support local manufacturing, charging infrastructure, and technology transfer as part of the country’s push toward electric mobility.

The Memorandum of Understanding (MoU) was signed between StarCharge, StarCharge Energy Pakistan, and Bahum Global Ltd. in Islamabad. Special Assistant to the Prime Minister (SAPM) on Industries and Production Haroon Akhtar Khan witnessed the signing ceremony.

According to the Ministry of Industries and Production, the partnership aims to accelerate the development of Pakistan’s electric vehicle (EV) ecosystem through international collaboration, investment, and localisation of EV-related technologies.

Speaking at the event, Haroon Akhtar Khan said the government is promoting electric mobility to modernise the transport sector, reduce reliance on imported fuels, and support sustainable industrial growth.

He said the upcoming Battery Energy Storage System (BESS) Policy will encourage local manufacturing, attract foreign investment, and strengthen Pakistan’s EV supply chain.

The SAPM added that wider adoption of electric vehicles could help lower the country’s petroleum import bill while improving energy security and reducing emissions.

He also said the government is facilitating the expansion of EV charging stations across Pakistan to ensure charging infrastructure keeps pace with the expected growth in electric vehicle adoption.

The ministry said the agreement reflects the government’s broader strategy to develop a domestic EV industry by combining international expertise with local manufacturing and infrastructure development.
