The Ministry of Information Technology and Telecommunication (MoIT&T) has formed the National Preparatory Group (NPG) to develop Pakistan’s official position for the World Radiocommunication Conference 2027 (WRC-27), where countries decide how radio spectrum will be allocated for future communication technologies.
The initiative aims to bring together key government institutions and industry stakeholders to prepare a unified strategy on spectrum-related issues that will shape the future of 5G, 6G, satellite communications, aviation, broadcasting, and other wireless services.
The World Radiocommunication Conference, organised by the International Telecommunication Union (ITU), is held every four years to determine global rules for radio spectrum use. Decisions made at the conference have a direct impact on the development of next-generation mobile networks, satellite systems, scientific services, and the broader digital economy.
Officials said Pakistan has adopted a coordinated national approach to ensure its interests are effectively represented during the international negotiations.
The National Preparatory Group has already drafted Pakistan’s preliminary positions for the upcoming Asia-Pacific Telecommunity Preparatory Group (APG27-3) meeting. These proposals were prepared after reviewing international developments and technical input from global industry organisations, including GSMA, Access Partnership, Huawei, Ericsson, and Amazon.
According to officials, the group worked to balance the spectrum requirements of mobile broadband, satellite services, aviation, broadcasting, scientific applications, and other sectors while safeguarding Pakistan’s long-term strategic interests.
The exercise involved contributions from the Ministry of Foreign Affairs (MoFA), Pakistan Telecommunication Authority (PTA), Frequency Allocation Board (FAB), Pakistan Civil Aviation Authority (PCAA), Pakistan Airports Authority (PAA), SUPARCO, Pakistan Meteorological Department (PMD), academia, and mobile network operators.
Officials said the National Preparatory Group was led by Muhammad Jahanzeb Rahim, Shoaib Khan, Dr. Shahryar, Abdullah Qureshi, and other members of the NPG team.
They added that the collaborative effort has enabled Pakistan to develop a well-informed and unified national position ahead of WRC-27, strengthening the country’s participation in global spectrum discussions and supporting its long-term digital connectivity goals.
