The Capital Development Authority (CDA) has served a show-cause notice on the management of Prime Enclave, alleging that the private housing scheme in Islamabad’s Zone-IV has been undertaking development activities without securing the required Layout Plan (LOP) approval and No Objection Certificate (NOC).

According to the notice, the scheme is allegedly being developed in breach of the CDA Ordinance, 1960, the ICT Zoning Regulations, 1992, and the Regulations for Planning and Development of Private Housing Schemes, 2023.

The CDA has ordered the project’s sponsors to immediately suspend all development work, marketing campaigns, plot sales, allotments, transfers, and any other related activities. It has also directed the management to remove allegedly unauthorized structures and cease all use of the land within seven days, warning that failure to comply could trigger enforcement action.

Referring to rulings by the Islamabad High Court and the Supreme Court of Pakistan, the authority reiterated that no private housing scheme can be launched or developed in Islamabad without prior approval from the CDA. It emphasized that unauthorized development is subject to action, including demolition, under the applicable laws and regulations.

The notice further states that if Prime Enclave’s management fails to submit a satisfactory response within the stipulated period, the CDA will proceed with legal action. Potential measures include demolishing illegal structures, sealing project offices, and recovering the cost of enforcement operations from those responsible. The authority added that law enforcement agencies may be called in to assist if required.

Copies of the notice have also been sent to the Deputy Commissioner Islamabad, Senior Superintendent of Police, Registrar Cooperative Societies, Islamabad Electric Supply Company (IESCO), Sui Northern Gas Pipelines Limited (SNGPL), and other relevant departments. These agencies have been asked not to facilitate any unauthorized development or provide utility connections to the scheme without CDA approval.

The CDA also advised the public to verify the legal status of private housing projects before making any investment. It urged prospective buyers to invest only in schemes that possess approved layout plans and all required statutory approvals, warning that investing in unauthorized projects could expose them to legal and financial losses.
