The Capital Development Authority (CDA) has issued a show-cause notice to Green Homes Housing Scheme over alleged illegal development activities in Zone-IV of Islamabad, directing its sponsors to immediately halt all ongoing development work and stop the sale and transfer of plots. The notice was issued by the Directorate of Housing Societies under the CDA’s Planning Wing.
According to the notice, the CDA found that Green Homes Housing Scheme had carried out development work without obtaining the mandatory Layout Plan (LOP) approval and No Objection Certificate (NOC). The authority stated that no private housing scheme can be launched or developed within the Islamabad Capital Territory without prior approval from the CDA.
The authority directed the management of Green Homes Housing Scheme to immediately stop all construction activities, marketing campaigns, plot sales and purchases, allotments, and transfers. It also ordered the sponsors to demolish or remove all illegal structures and discontinue the use of land developed in violation of applicable laws within seven days.
The notice referred to several judgments of the Islamabad High Court and the Supreme Court of Pakistan, reaffirming that the CDA is the sole regulatory authority for private housing schemes in Islamabad. It emphasized that no other institution or local body is authorized to grant approvals contrary to the CDA Ordinance, 1960, and the applicable zoning regulations.
The CDA warned that strict legal action would be taken if the sponsors fail to comply within the stipulated period. Such action may include the demolition of illegal structures, sealing of the scheme and site offices, and the use of police assistance to enforce the authority’s orders. The cost of demolition and enforcement operations will also be recovered from those found responsible for the violations.
The authority has also given the sponsors of Green Homes Housing Scheme an opportunity to submit a written reply and appear for a personal hearing within seven days. The notice states that failure to respond will result in ex parte proceedings, and no further excuses will be entertained.
Copies of the notice have been sent to several government departments, including the Islamabad administration, Islamabad Police, the Registrar Cooperative Societies, IESCO, SNGPL, and the Press Information Department, seeking coordinated action to ensure compliance with the law and prevent unauthorized housing developments in the federal capital.
