The Capital Development Authority has issued a final show-cause notice against an allegedly illegal housing scheme operating near Japan Road in Islamabad, ordering an immediate halt to all development, marketing, and sale activities.

According to the notice, the project is located in Mouza Gangota Gujraan and Sayyedaan, opposite Uswa College near the Parliamentarian Enclave area. The action has been taken by the Directorate of Housing Societies under the CDA Planning Wing against M/s Shakil Satti and Tanvir Khokhar for undertaking development work without obtaining an approved layout plan or a No Objection Certificate (NOC).

CDA stated that the scheme falls under violations of the CDA Ordinance 1960 and ICT Zoning Regulations 1992, making all ongoing construction and development activities unauthorized. The authority has directed the developers to stop work immediately and remove illegal structures within seven days, warning that failure to comply will result in legal action under relevant laws.

The authority said the move follows instructions and rulings of the Islamabad High Court and the Supreme Court of Pakistan regarding unchecked housing schemes and illegal construction in the federal capital.

CDA emphasized that it remains the sole regulatory body responsible for approving and supervising housing societies in Islamabad, and that no other local authority is authorized to grant approvals in violation of its regulations.

The notice also referenced court directives requiring protection of designated public spaces such as parks, schools, mosques, playgrounds, and parking areas, stressing that illegal developments compromise planned urban infrastructure and public interest.

The authority further warned that non-compliance could lead to demolition actions, cancellation of developments, and potential takeover of the site. It added that enforcement operations against illegal housing schemes will continue in line with the Islamabad Master Plan.
