Pakistan’s National Cyber Emergency Response Team (NCERT) has issued a fresh cybersecurity advisory highlighting growing national security and privacy risks linked to the widespread use of foreign cloud technology platforms across the country.

The advisory, titled Deployment of Cloud Technology Products in Pakistan, cautions government institutions, private companies, and educational organizations against heavy reliance on Software-as-a-Service solutions hosted outside Pakistan. It warned that data stored on overseas servers may fall under foreign legal jurisdictions, allowing authorities abroad to access or intercept sensitive information through lawful disclosure mechanisms.

Officials said such arrangements could put confidential government records, financial data, procurement details, and internal communications at risk. The advisory noted that foreign-hosted digital platforms are widely used across sectors including education, information technology, finance, and small and medium enterprises, significantly increasing exposure to external data access threats.

The report specifically raised concerns about platforms operated by international technology providers, stating that administrative-level access available to service operators could potentially include communication metadata, files, and location-related information. NCERT warned that such capabilities may enable surveillance, intelligence gathering, or unauthorized monitoring if proper safeguards are not implemented.

Cybersecurity experts also pointed to broader structural risks, including the absence of data localization requirements, dependence on foreign sub-processors, and centralized system controls managed outside Pakistan. The advisory stressed that the presence of local implementation partners highlights how deeply foreign cloud infrastructure is embedded within Pakistan’s digital ecosystem.

In its recommendations, NCERT urged regulators, public institutions, and private organizations to immediately carry out risk assessments and enhance awareness among stakeholders. It called for a gradual reduction in reliance on foreign-linked cloud services where risks are high, while encouraging the adoption of Pakistan-based alternatives with verified local data storage.

The advisory reflects a broader push toward strengthening digital sovereignty, improving regulatory oversight, and safeguarding sensitive national data as Pakistan advances its digital transformation.
