The Pakistan Telecommunication Authority (PTA) has conducted an Independent Quality of Service (QoS) Survey to evaluate the performance and quality of services provided by Cellular Mobile Operators (CMOs) in 18 cities across Pakistan. The survey assessed key performance indicators (KPIs) such as voice quality, mobile broadband, and SMS services.
According to the survey results, Zong emerged as the top-performing operator, securing the No. 1 position in almost all attributes examined. Jazz ranked second, followed by Ufone in third place, and Telenor in fourth.
Encouraging Performance with Room for Improvement
The PTA survey revealed that CMOs achieved encouraging levels of compliance with KPIs set in their licenses and applicable regulations, particularly in voice and latency. However, issues such as deteriorating internet quality and network problems were observed throughout 2024, highlighting areas for improvement.
The survey included tests for voice, mobile broadband (throughput, latency, and web browsing), and SMS services. Approximately 2,400 kilometers were covered per operator over 63 days, with 0.29 million mobile broadband tests and 41,700 calls and SMS tests conducted.
Mobile Network Coverage Rankings
Zong led the rankings in mobile network coverage, with 16 cities compliant for 4G and 9 for 3G. Jazz followed with 14 compliant cities for 4G and 3 for 3G. Ufone ranked third, while Telenor came in fourth, with significant non-compliance in 4G coverage.

Zong also dominated mobile broadband services, ranking first in both download and upload throughput across the surveyed cities. Jazz secured second place, while Ufone and Telenor lagged behind.
